Civil society organisations' position on OECD DAC private sector instrument rules

The Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD DAC) is seeking agreement on new rules for reporting ‘Private Sector Instruments’ (PSIs) as Official Development Assistance (ODA). PSIs are loans, investments, or guarantees aimed to support private sector actors operating in developing countries, but if the right safeguards are not in place, these new rules put the credibility of ODA at stake. This new paper (in EnglishFrench and German), endorsed by Eurodad and a coalition of civil society organisations, highlights fundamental issues that we expect the new rules to address, in order to safeguard the essential characteristics of ODA.
