The G20 DSSI and its logic to not help those who need it most

The logic of debt relief as a response to sovereign insolvency situation has the genuine objective of restoring a debtor's economic capacity and therefore should be granted to those states that need it. However, official debt relief initiatives have ever since been guided by the logic to limit debt relief to the poorest – from the Toronto terms of the Paris Club limited to the Severily Indebted Low Income Countries to the multilateral Heavily Indebted Poor Countries Initiative. 

In April 2020, the G20 finance ministers adopted the Debt Service Suspension Initiative (DSSI) to support poor countries in fighting the consequences of the corona pandemic. In the tradition of other debt relief initiatives, it is limited to the 73 poorest countries. The focus paper “A debt moratorium – but for whom?” / “Moratoria de pago: ¿para quién?” examines the logic of in- and exclusion according to income and not debt problems by looking at the two regions Central America and the Caribbean. It discusses whether or not the countries selected by creditors include those states which are actually the most in need of relief and whether the DSSI can be considered an effective response to the pandemic and its triggered recession. 

In the webinar, the report and its conclusions will be presented and discussed with views from affected regions, coming to discussing civil society strategies to challenge the exclusionary logic of debt relief.

La lógica del alivio de la deuda como respuesta a una situación de insolvencia soberana tiene el genuino objetivo de restaurar la capacidad económica del prestamista y, por lo tanto, debe otorgarse a aquellos estados que lo necesiten. Sin embargo, las iniciativas oficiales de alivio de la deuda se han guiado desde siempre por la lógica de limitar dicho alivio a los países más pobres, desde las condiciones de Toronto del Club de París que estuvieron limitadas a los Países de Bajo Ingreso Severamente Endeudados hasta la Iniciativa Multilateral de Países Pobres Altamente Endeudados (HIPC, por su sigla en inglés).

En abril de 2020, los ministros de finanzas del G20 adoptaron la Iniciativa de Suspensión del Servicio de la Deuda (DSSI, por su sigla en inglés) para ayudar a los países pobres a combatir las consecuencias de la pandemia del coronavirus. En la tradición de otras iniciativas de alivio de la deuda, esta solo se limita a los 73 países más pobres. El documento temático “Moratoria de pago: ¿para quién?” / “A debt moratorium – but for whom?” examina la lógica de inclusión y exclusión basada en problemas asociados con los niveles de ingreso y no así con los niveles de deuda, tomando los casos de Centroamérica y del Caribe. Analiza si los países seleccionados por los acreedores incluyen aquellos estados que efectivamente son los que más ayuda necesitan y si la DSSI puede considerarse una respuesta eficaz a la pandemia y la recesión resultante.

En el seminario en línea (webinar), el informe y sus conclusiones serán presentados y discutidos con puntos de vista de las regiones afectadas, para luego discutir estrategias de la sociedad civil para desafiar la lógica excluyente del alivio de la deuda.
