Cross-institutional collaboration in times of multilateral fragmentation; challenges and opportunities in IMF-UN collaboration

Co-sponsored by Christian Aid, Human Rights Watch; Center for Economic and Social Rights; Global Initiative for Economic, Social and Cultural Rights; Eurodad, and the Office of the UN High Commissioner for Human Rights.

In the context of fragmenting multilateralism, IMF Directors are underlining the importance of IMF collaboration with the World Bank and UN agencies, building on comparative advantages and respective institutional mandates. While IMF-World Bank collaboration is relatively strong, more significant gaps remain in IMF collaboration with UN entities, particularly OHCHR, the ILO and UNWomen, which is at times hindered by diverging institutional approaches to human rights principles. As the IMF’s impact assessment toolkit becomes better equipped to recognise and address the economic and social human rights impacts of macroeconomic policymaking, this session explores opportunities to strengthen IMF-UN collaboration at the country level.

IMF comprehensive surveillance review: looking back and forward

IMF surveillance is a key input in the design of countries’ macroeconomic policies. In an increasingly shock-prone world, civil society organisations have been working consistently to ensure surveillance is conducted supporting economic sustainability and incorporating latest evidence-based findings. The upcoming comprehensive surveillance review must build up on this work and ensure that surveillance contributes towards more sustainable IMF policy advice.

How the IMF can support struggling countries better: Taking a look at the IMF’s Review of Program Design and Conditionality

The IMF is reviewing its program design and conditionality at a critical moment. Multilateral institutions face rising challenges, and the Fund must adapt. This session brings the IMF and CSOs together to discuss reform priorities—centering inequality, avoiding austerity, and ensuring programs better support the Global South.

Scrutinising the IMF role on debt issues

The IMF plays a decisive role in debt crises. Its advice, conditionalities, and debt sustainability analyses shape countries’ prospects for recovery. Through policies like lending into arrears, it influences restructurings. Yet civil society critiques its creditor bias, disregarding human rights, gender justice, and climate justice in debt resolution.
