Submission to the consultation on ‘Modernising the DAC graduation framework’
Eurodad's comment on the proposed framework for modernising ODA graduation and eligibility.
Our comments focus on the principles that should guide this reform. We anticipate that the choice of indicators and the statistical methodology behind them will shape the outcome of this framework substantially. The indicators should be selected to ensure that ODA is focussed where it is most needed, as a resource to be deployed with "the economic development and welfare of developing countries as its main objective." This also implies restoring integrity to the ODA definition and metric as to how and where it is allocated.
