UN Tax Convention – joint submission by over 200 organisations and trade unions in response to the first draft negotiating text

Under the umbrella of the Global Alliance for Tax Justice (GATJ), over 200 civil society organisations and trade unions have sent a joint submission to the UN, responding to the Zero Draft Terms of Reference for a new UN Framework Convention on International Tax Cooperation, which was published on 7 June.

The submission has now been published on the UN website along with all the inputs received from governments and other actors. In response, the Bureau of the UN tax negotiations is expected to produce an updated draft which will be published later this month. This text will form the basis for the second face to face negotiating round, which will begin at the UN Headquarters in New York on 29 July.

New report calls out the Multilateral Investment Guarantee Agency’s (MIGA) continued support to fossil energy investments

This new report takes a close look at the Multilateral Investment Guarantee Agency’s (MIGA) support of investments in energy projects, and finds continued MIGA support for fossil energy. Its publication coincides with the launch of the World Bank Group’s guarantee platform under MIGA and the anniversary of the implementation of the Bank’s Paris alignment methodology.

Beyond crises: the future of Special Drawing Rights as a source of development and climate finance

The allocation of Special Drawing Rights (SDRs) during the COVID-19 pandemic has generated considerable interest in using SDRs as a tool for development and climate finance. This policy brief argues that the monetary logic that underpins SDRs justifies regular allocations of at least $200 billion a year, and more than doubling the share of low-and middle-income countries. Once allocated, governments can use SDRs in multiple ways, including to fund some development or climate projects. The brief also discusses reforms to deepen the SDR system in the interest of all countries.

IDA21 public enemy #1: rising inequality

This paper includes concrete recommendations pertinent to IDA21’s new Focus Areas and Lenses. These recommendations build on successes and lessons from past IDAs, strengthen alignment with the World Bank’s new Corporate Scorecard and push for concrete and ambitious commitments to catalyse investments and cooperation that reduces inequality. They also reflect discussions with various IDA Deputies and advisors, World Bank staff, Executive Director offices, civil society and policy experts.
